The interest rate is the cost of the debt e.g £1000 @ 20% interest will cost £200/ annum. Lowering your interest rate will cut the cost, but won't actually change the amount that you pay each month. Most card issuers will bill you for a minimum amount each month and as long as you pay aleast that amount, you can choose your repayment amount. The more you pay the quicker you eliminate your debt.

***WARNING*** NEVER SPEND ON A CARD AFTER TRANSFERRING TO IT. The interest rate charged on purchases is usually much higher than the balance transfer rate, often 15% plus. Also expensive debts from spending can't be paid off - If you have debts from balance transfers and from spending, the card issuer will usually bias the repayment to pay the cheap balance transfer amount first. If you are going to spend, it is often better to get another card with a low 'purchase rate' and keep your balance transfer and purchases separate.
